Are you using your phone as a hotspot/tethering source? If so, I know the fix to the problem as I had the same issue.

Checking in here. I have a 980ti too and get around 45fps with settings even on low. I’m trying to figure this out too and I’m finding there are many high end gpus that are having a problem. If I watch the usage of my gpu it never goes above 40% which means the game isn’t even using the gpu like it should.
I’ve got the same issue. Just upgraded from HD6950 to GTX 1070 thinking that would help. *facepalm
That SHOULD have helped dramatically. I went from an R9 280 to a 1070 and it was a major increase, even though I went from 1080 to 1440 at the same time…
I got everything sorted out. Ends up I had to reinstall Windows from scratch. I’m guessing there was some old driver or windows update that was causing issues.
