Certain characters are much worse on a bad connection than others. You might not have experienced the worst of it. Characters like Rath or Galilea experience little to no difference but Phoebe and Kelvin are borderline unplayable.
That might be the case. I played with Rath, Miko, Kleese and Boldur during those days and it didnāt impact me much. The rubber banding actually saved my Miko from dying once too.
I just played an incursion match where me and two other teammates were red barring. My internet is fine too. We ended up just surrendering; it was basically a 2v5 because we were red barring so badly and no one on the other team was. I tried an Ops mission directly after it though and had little to no difficulty as far as connection.
Try it with Deande or Phoebe and believe me, you wonāt be saying itās ānot too bad.ā

Impressive that you donāt notice a bad connection hurting your playstyle.
When I red bar Iāll move a couple steps on my keyboard, hurl off of the map in-game. Oh you wanted to jump on that ledge? Have a small spasm, move nowhere. Wanted to use a skill? Nah, it didnāt register. Went on full cooldown though! 
Reload? Like 10 times in a row while only pressing reload once? You got it!

Same here. Everyone is in the green, but every once in awhile(of course at the worst possible time) itāll jump. So Iām sitting there shooting at an enemy who has already left for Cancun and Iām shooting at air. However, I had this same issue on OW and TitanFall2. And again, everyone has a good connection. So what the hell? (this is on ps4)

Those are two of my mains so PVP is pretty unbearable.
Last night I was playing in a private match on PC, as Kelvin. Though my connection and everyone elseās showed as green, something was way off. For example, my sublimate had zero effect on the enemy about 50% of the time. I would sub through montana, come back around and go through him againā¦ no stun. I even subbed their wave, nothign. Every once in a while it would work and stun the person, but we even had a spectator who confirmed it.
I have been gone for a while playing For Exploit (shudders). Was there an update to BB?
Was this all match or did it start happening after a certain point?

Iāve been having this issue for the last two weeks as well. My buddy that I play with has had no issue. Iāve noticed it more when I play thorn.

Itās nice to know Iām not the only one. I thought I was losing my mind and that it was just me.
Hopefully Gearbox can fix this issue.
Did you take Windchill in both matches?
