Arms race loot is 1 level higher them me

So trying to play arms race with my gf I created her character then tried arms race for the first time but when we pick up loot it’s level 2 when she’s level 1 and level 13 when I’m level 12 so I can’t use weapons how do I fix this

Just shut off Playstation and tried by myself same thing all loot is a higher level then me

Is it just dedicated arms race gear that you need to extract or anything?

Arms Race minimal lvl is 13.
