I actually was considering naming a build the Indiscriminate SoulFire Tsunami 
I can agree on everything because after all this is your point of view , and always fun to find your way of playing.But that said I strongly disagree if you are using a phasezerker to opt into “restless”.
BL2 Had a softcap on cooldown to my knowledge because I tested it tons and tons of times and even on modded versions of the game.Phasezerker probably hits a really high number in terms of cooldown.Big waste of points in my opinion.
PS.Because of lack for better wording its not exactly a softcap but how CDR applied in BL2.Different sources add up differently.
If you can make a build based around that that works, I’d try it.

The Tsunami is not Mayhaps Proof, so that won’t be possible, but I think it can be viable in many situations

How’s your experience with the phasecast been? I used it briefly with her version of Life Tap as a health delivery button for healthgate instances but dropped it after I saw what her lift/fists could do. still learning names here so not super great at those. I don’t know what its application is other than a nice press for health button so been curious how others are finding it

If you mean the actual, factual version of phasecast… not much experience. I’ve been meaning to bring it out on the next boss fight I hit because of the praise it got in the skill analysis thread.
Overall, all of the phasecast abilities are… astonishingly good for mobbing - think of of a wide angle rocket launcher that penetrates everything and has additional effects. So far against bosses it’s been… well less good than some of the other abilities I’ve seen seem to be in videos, but I’ve not done enough brawl testing to see.
Deliverance is my general mobbing one, but in tight situations I switch to reverberation for the aforementioned synergy with remnant. Honestly I should probably switch Deliverence to tandava because it seems more stable/useful, but I like my fire butterflies. Theysopretty.
