Also her legendary item takes care of the whole charge faster thing. It drops the time taken for a charge to like 1 second or something.

With Att Speed you do end up reloading more often though, that has an effect on DPS.

You’re right, any gun user would of course have to use a calculation for cyclical DPS, factoring in the reload time.
For the sake of just comparing Damage vs. Speed I omitted that part (actually thought about using Rath as a base to compare the stat efficiency).
Attack Speed and Reload Speed are definitely both strong, but how strong definitely depends on the character For gun users such as Oscar Mike, Whiskey Foxtrot, Montanna and Ghalt, both are great stats to have buffed on your side. For characters like Benedict, reload speed is better. Caldarius is the opposite of Benedict (in my own personal experience) attack speed is great as Caldi already has a good base reload speed. Attack speed generally works better for melee characters, but both can bleed into gun/projectile users
I actually use a Shard Gen/Reload Speed/Attack Speed Loadout on Caldarius. Getting Patient Zero’d or standing in Ernest’s Power Egg is just insane with that. (Of course, Reload speed is somewhat redundant on him, but the Eldrid Epic supplies a +7 HP/s regen).
For Oscar Mike, all three stats (Reload/Attack Speed & Damage) should be used evenly to maximize weapon DPS (going for better Airstrikes/Grenades with Skill Damage is a whole different build in my opinion).
Whiskey Foxtrot has an insanely good Lore Legendary, as far as stat coverage goes.
I’d say that Attack Speed probably outperforms Attack Damage on Ghalt, if you consider his Level 5 Helix choices which will proc more often. It would get even better, if you use Both Barrels Blazing and have at least one major bonus (+21%) to Reload Speed.

The real stat efficiency would have to be calculated for every character and stat, factoring in differences in Attack patterns (Cyclical DPS / Sustain DPS / Burst Damage).
Maybe I could actually make a guide about this, but I’ll have to do some testing in the Dojo and make a single chapter for each character.
