Fleet builds.
Oh the joy and quickness they provide is unmached. But what level of Breakneck Banshee is the most optimal one? 50? 61? 72? or full on op8?

Lvl 50 for the lowest health penalty possible

Seems to me the lowest possible level COM but still able to get +6 Fleet. That should be level 50 or so.
