It’s dealer’s choice, honestly. Both builds have their advantages, and I typically swing between them now and again depending on my mood for how to play him. Neither is an end-all-be-all build to ascribe to for him. If you’re really on the fence though and you’ve the time and effort to devote to it, I’d recommend trying to build up and gear for the one that seems most appealing, then when it’s properly fleshed out start working on gearing for the other one and swap over to see which fits your personal playstyle better.
You seem to know your krieg really well. I’m starting krieg out for the first time and have been reading nonstop about builds for him. I decided that I want to try this build but I’m just now starting out. For me, survivability is important. I know that sounds contradictory to the way krieg plays, but I want to avoid ffyl as much as possible.
With survivability in mind, how would I level up my krieg that is going to focus on this build? What tree/skills should I focus on first?

The way Krieg works as a character, there isn’t really any way to avoid FFYL entirely, he’s a melee oriented character in what is predominantly an FPS oriented game. So if you’re looking at overall survivability as the main focus for your run with Krieg, I’d recommend my Dreadnought Krieg build over ElemenTitan, it works slower but has better survivability whereas ElemenTitan is running and gunning always on the edge of death.
If you do want to try and work towards ElemenTitan Krieg though, you’ll want to start filling out the Hellfire branch of his skill trees first. Since you’re on the lower difficulties for now, Hellfire gives you the most bang for your buck against flesh enemies and the damage increase for when Krieg is on fire would still apply to other elemental damage as well. You’ll cap the tree at level 46 then, so by then you should be be able to handle True Vault Hunter Mode without too much trouble and start working your way through the Mania skill tree.
Updated with level 80 build, will update gear and weapons list upon full testing of new Legendaries and Effervescents and added skills.

No Hail? My fav weapon I 2. I run something similar but go down Bloodlust to BAB, BB and FTB. Nice build.
