Yep, my theory since finding all this out was that he was going to be the one character to have one, that’s why he has a helix for it. Then they accidentally Kleese’d it all up and so threw them on to not make people use burst Dash to escape and air stall to move faster than sprinting

This is because it’s about feelings, not fact.
Montana feels slow, because his view is so much further from the ground.
I really wish we could use facts though, rather than feelings. It would be nice.

If I remember correctly, people did speed tests on most of the cast and Mellka was demonstratively slower than Montana. I don’t have a link to the particular tests, however.
It’s much more than just feelings. Someone on the forums actually did numbers and stopwatch tests, accounting for possible human error/reaction time, and the outcome was Deande/Mellka are some of the slowest characters in game. (Not counting uncloaked Pendles, since I’d think he takes top spot out of stealth.)
I think @BenHoliday is agreeing with us, not doubting. Especially as he’d know, from Mellka experience, how freaking sluggish she is.
Okay, well he’s not Mellka / Deande slow but he’s still slow gosh darn it! But sprinting means the barrel is cooling down and no bullets are flying. Running away is for CHUMPS

At least they have high movement speed. Makes strafing feasible
It’s a lunge on 3-sec cooldown. Using it seriously improves sprint speed similarly to true strike with Phoebe. Lunging off of high ground gives huge momentum.
As to OP, movement is not slow in this game. There are so many helix and gear options to crank movespeed if you so desire, and hiddenish mechanics with some characters ala Attikus lunge referred to above. I never really notice getting stuck on anything either… IMO Alani with her pseudo-permanent 30% movespeed buff from holding Osmosis + self-haste from riptide = fastest feeling character in the game now that Cald gets stomped by slows.
I constantly get stuck on seams between elements. One that comes to mind is a staircase in the Toby operation. Easily 80% of the time the first time I go up it I get stuck at the top. As far as mobility the issue that is more of an annoyance is hand rails the barely come to your characters waste yet they can’t muster enough strength to jump over them.
I definitely appreciate the suggestion on the characters and I’ll give them a try. However as the devil’s advocate, people seem to be eluding to the same handful of characters which limits your options of character/playstyles…doesn’t that negate the idea of “for every kind of badass”. Also, I lean more towards PVE; so, when I’m out of combat and just trying to get from A to B, should I have to equip very specific items, use certain moves, and only use certain characters to get to point B in a reasonable manner.
It’s starting to sound like I’m going to have to grin and bare it and just appreciate the game for all the other pros it offers.
You likely will. The game won’t just get a turbo mode or noclip on rails. 
Lemme just weigh in here.
Yes Deande is a slow runner. But A, drop kick, and B, she has a high movement speed.
If those things have already been considered and discussed you may all cary on.
It is important to distinguish between being “a slow runner” and “the slowest runner”, which is what she is (alongside Mellka and, now, Beatrix.) Her movement speed is in the upper grade, sure, but she shares that in common with a bunch of other characters.
Meh. General statements are easier when you have limited time and data. And besides, I thought you had already said something about that somewhere up there in one of those other replies. I call that a close enough.
Just remember, there’s a decent chance Mell and Deande’s sprint speed modifier is a bug (because every other character with comparable movement is much, much faster at sprinting). I do not want to encourage devs to overlook it because slide kick/drop kick.
I mean, I think it’s freaking stupid we have to use slide kick/drop kick to get around. Try that on red bar. 
But here is the golden ticket question fam. If I was a zebra, and I had two broken legs, would I not strap rockets onto my feet to get around like a badass once ever 3 seconds? Yes I would. And you would too don’t lie to me.
It’s the same thing with Mellka and Deande. Compleatly the same. Style trumps general efficacy. Always.
Playing Mellka at all right now is the very definition of style trumping efficacy. 
(Yes, I am not shutting up about it any time soon.)
