Claptrap dancing/loading screen bug

a good friend of mine is experiencing an issue where the game does not progress further than the claptrap dancing loading screen, they have left their game running on the screen for a very long time (upwards of multiple hours) and it has had no affect, they have checked their preferred directx version in the game’s files and it is set to 11, they have verified integrity of game files, deleted the ‘saved’ folder, and verified integrity of game cache, reinstalled the game, all oh which have yielded no results and the problem still continues

Do they meant the min specs?
