I’m level 40 in tvhm, join a friends new playthrough (normal), when he levels up enough to start tvhm with me will I then start levelling up better?

Short answer: yes.

Long answer:

The amount of XP you gain on kills and missions depends on the difference between your character level and the level of the enemy or mission (which you can see on the mission card in the first tab of your inventory.)

Each main and side quest can have a range of levels; if the host’s character level is within that range, the quest will be that level when it is accepted/initiated. If the host is under or over levelled for the mission range, it will be the minimum or maximum value accordingly.

When you’re in someone else’s game in NVHM and TVHM, it’s their level/quest log that determines the map and mission level. The exception is if it’s a quest you’ve already completed in your own play-through (in which case you get very little of anything!)

Once the mission/map/enemy levels are closer to your level, you will indeed start levelling up faster. Also, any progress in the co-op session will be carried over in to your own game, so the next time you start the same character solo you will be able to “skip ahead” to the same point your were in co-op.
