Conceptual language (i.e. the definition behind words) and spoken language are only mangled by a form of auditory bias of association that is inherent with the ability to hear the words you’re saying.
The question depends on the level of education and would even go so far as depending on whether or not the individual speaks exclusively in sign language, or whether they can communicate in the spoken word despite their deafness (assuming they can communicate).
Hellen Keller wrote extensively and considered things in the English language (as displayed by her ability to use nuanced words) despite not only having never heard the words, but never having seen them.

I would say I kinda think in concepts, but I don’t know whether I’m bias because I know how to speak.
I often have trouble putting my thoughts to words though, so there’s that.
