Divert Power & Emergency Response points

How much is enough for each in a build using the High Tech Projector COM? (Laser FR, Slam dmg, +5 Heatsinks, +4 DP / ER)

I read that a Wilhelm with this setup wants to maximize his shield potential, so it would be helpful to know the difference between maxing out one or both of the skills mentioned or having a few points in each (to get to Welcome To The Gun Show since I’ll also have a Blaster COM in my backpack)

Playstyle / gear suggestions are welcome!
