Does difficulty affect item stat rolls/bonuses?

So I know TVHM and the different Mayhem modes increase your chance to get more higher quality loot but does that just mean a chance to get higher tier items (legendary) or does it also improve the chances to get better stat rolls/bonuses etc…?

It probably doesn’t affect parts and accessories, so you can still get items of variable quality even if the rarity is on average higher. That’s just the way the RNG rolls…
