Yeah the initial question by the OP was whether a Flipper with ASE 100 or a ASE splash 200 was the better anoint for a Rakk build. Obviously there are a few issues to consider.
Rakks don’t get ASE element scaling but the Flipper itself does through weapon damage, and the Rakks also benefit from ASE splash, and so does the Flipper. So for the Flipper specifically, the splash 200 wins.
The basic answer for Rakk builds in general is that ASE splash 200 is pretty much always going to be the best anointment for a Rakk build, unless you are running a Rakk Pakk, in which case you could make the case for the Rakkslag over splash 200. Obviously on non-splash weapons, the ASE 100 has a decent case as well, but the Rakks don’t benefit from that.
So as someone else pointed out, the answer is never as easy as one might first think because there are about 12 things one has to consider, but adding splash to a Rakk build has always been most successful for me - whether through anointment, COM, or artifact.
