Function of hit_clamp value in WF files?

What does the hit_clamp value in the weaponfire scripts do? Example below:

hit_clamp = {1.0, 1.0}

My gut recollection is that it affects scaling of the weapon effect. Effects can be scaled by the amount of damage they’re dealing, so the clamp can but caps on it. I think. I could be wrong though.
