it is much easy to give a high dmg against blue bar , but now i find , yellow bar, even i use acid or icing element, still find it hard to give dmg against any NPC with yellow bar. why?

Shock vs shield hits harder than corrosive vs armor. Here is table with elemental bonuses, keep in mind that Mayhem uses TVHM values.
And of course depends on the enemy. CoV badasses are just tanky for example.

A lot depends on difficulty, character build, and the actual corrosive weapons being used as well. I’d say my Zane is around an A tier not quite up to that elite point just yet myself of S tier. Just have gotten a corrosive light show as well as a flipper that’s pretty good. I still have a hard time getting away from a breath of dying for lesser enemies though. A list of items and what build your using and someone can prob give you a better idea. As stated above bosses and some COV enemies can be more of the bullet sponge types without top gear and builds.
