It’s very situational. There are a lot of damage types other than bullets. Melee, grenades, rockets, elemental, and not all enemies carry guns. Aside from that, damage scaling at OP levels is pretty high, without 10 points it’s not worth it and it’s not really worth 10 points.
No because of the scaling of enemy health, this is why the antagonist has I think 880% at max stacks bonus damage to reflected bullets.
KR can still really protect you from bullets, however not splash, dots, melee, grenades, etc… It doesn’t make you invincible but it does really help.
If you are doing a rough rider build its almost necessary.
But like other said the cool thing is at 110% it heals you but also the bullets that bounce off count as your bullets so they also work with lifetap. So even at 100% if you have lifetap they still heal you.
I don’t use KR or the Antagonist for the same reason, I like to controll where Cloud Kill activates.
Some people swear by it. If you’re in bullet-heavy areas (and in any case, as I think @Carlton_Slayer pointed out, there are very few areas in Pandora where you won’t get shot) it can do a lot of damage, especially with a mod. Areas like Sawtooth Cauldron or the Bloodshot Stronghold, where you will face enemies with lower health as well as tough ones, can make it very useful.
For me, whether I spec it is dependent on the way I’m playing as well as the area I’m in. As a kill skill it’s only active for a brief time, so works effectively if you’re really ploughing through enemies at a decent rate. If you’re taking your time, as I sometimes am, especially at higher levels, you may find it makes on a sporadic difference to combat.
Maya’s kill skills complement each other very well. If you’re going with Kinetic Reflection, also consider speccing Life Tap and even Blight Phoenix if you have enough points. It also goes well with Chain Reaction. Trickster mods are good for these, obviously.
In the right circumstances it can be very powerful indeed. If you have two Sirens specced with 11 points, go in to fight Pete the Invincible, release rats and spiderlings, kill one, start a duel, then shoot each other with Infinity pistols, Pete dies in a few seconds.

I don’t know I’m afraid. I will try and get some footage! I only found out because a friend asked me to experiment with him. I haven’t seen it mentioned anywhere else.
It is a very useful skill in keeping you alive but explosive and elemental (especially shock) will still tear through your shields but the skill compliments Inertia very well as it allows you to shrug off quite a bit of damage even with just five points.
This game functions off of you being high damage and low health, and the enemies being high health and low damage. Odd balancing, but it works. Thus, this and Recompense are mediocre at best.

We did find it harder to replicate in mobbing than bosses, as things tend to be a bit more chaotic. That was at OP8 though - it may be more feasible at lower levels.
