I ordered the Digital Deluxe through steam, but don’t have any of the Digital Deluxe Skins that are supposed to come with it - I’ve seen some pictures uploading screenshots of players in game with the gold skins. Is there a process to redeem or something?

What you most likely saw was a PvP match with bots. The bots use a random character and skin. Some of them happen to be the golden skins, the "cyber " skins or a “legendary” skin
I don’t think they’ll be redeemable until the game is released.
