I still think that TotK could be useful in low level builds (aka, when you don´t get RtB cap)
I keep a point in totk anytime I’m using melee/guns or explosive
Low level Krieg just sucks. So yeah 1 point in TotK would be pretty good when levelling so that you can actually stay alive.
Because you’re not meleeing all the time. When I play Krieg I exclusively play a Mania/Bloodlust one and, believe me, Nervous Blood comes in extremely handy.
It’s not needed if you have Release the Beast.
That’s the point. When you reached the RtB cap, TotK is pointless.
As you don’t have the cap, TotK can be useful.
Po’s build was a level 72 and mine was a 70, X, so you’d have the cap either way. 
Oh, that’s other thing.
I spec TotK in weird builds Ihave, like the Fastball Krieg at 72 or 80. 
I only take it if I’m not taking RtB.

Exactly my point @xmngr. I use a fastball, gun build. Melee is just backup. So totk is very useful. In straight melee, I see your point. But I like it for my style.
