There’s no objective best or worst character, it’s how each character caters to your playstyle that differentiates them. Or something like that.
That being said, for favorites in terms of gameplay I’d rank them:
- Axton
- Krieg
- Zer0
- Maya/Salvador
- Gaige
And character-wise it would be:
- Salvador
- Gaige
- Zer0
- Axton
- Krieg
- Maya

Order I’d take them in to try to solo the tough stuff:
- Axton

- Maya
Can’t slot Krieg. No frame of reference.

Axton. The first character I capped out, he’s my favorite character. He is easy to play, fun to play, and when built right he can deal astounding amounts of damage.

Sal. The second character I capped. Unkillable with the Grog, he is the only character I have solo’d al the raid bosses with, and my only character at OP8.

Zer0. At only lvl56, I am really enjoying playing Zer0. I used to hate him, but once I learnt how to play him properly, I started having fun. With the right build, he can be a powerhouse. At the moment I keep running him through SSaP just to see how quickly I can get through it with him.

Krieg. The most metal character of the Borderlands series, his style can only be described as “grindcore influenced hacking and slashing”. While only at lvl40-something, I can already see his powerful AS becoming even more powerful, and with the right build he can deal as much damage as Sal.

Gaige. The second most metal character of the Borderlands series (come on, who doesn’t love summoning a killer robot to the sound of Megadeth’s Sudden Death or Sepultura’s Refuse/Resist?), I have seen ridiculous amounts of damage being dealt with her. Anarchy is a great skill, and no good Gaige build should be without it.

Maya. Again, Maya can deal stupid amounts of damage with the right build. However, I think her playstyle is not for everyone. That being said, I do love Phaselocking enemies during the BNKR fight and unloading my fire-rate boosted Plasma Caster into the great flying machine.
There’s my list. I know some people will disagree etc. but that’s to be expected.
Just going by my favorites?
- Krieg - It’s just fun being mental and hacking everything around me.
- Maya - The ability to stop an enemy from moving is the real kicker with her. Past that, her crowd control and self healing abilities are very nice.
- Axton - I love my explosive build.
- Gaige - My first character in the series, my most fun first playthrough out of anyone, but at 72 I ended up preferring the above characters.
Sal and Zer0 I can’t say yet. I haven’t reached max level with Zer0 yet, and I’ve only played 72 Sal with @xmngr so far, so I can’t judge him solo.

I’m basing my ranking on how well I like the design and mechanics of each character. We all know that Sal is the best at Raids but Krieg and Maya are the best at mobbing which is where the majority of the game is won and lost.

In my opinion Axton and Maya are the two easiest to mob with.
Talking about damage, Salvador, Gaige, Krieg, Zer0 and Axton are the ones you look for.
Also, Zer0 is the hardest to master.
It is hard to rank the VH, but Maya is a step behind in raiding and one step foward in mobing. The rest is kinda balanced.
A cunning/b0re build is fairly easy to master, but a full melee or sniper build is very difficult to master, especially in UVHM.
While he’s arguably the most powerfull character in the game one error can put you in a downstate. And this zero (hurdur) room of tollerance is what made me give up on him.
But, at level 72, your Cunning/B0re build will turn into a melee, sniper or hybrid build. 
Also, as @0takuMetalhead, Zer0 has no room for error and this is why he is the hardest to master in my opinion. PL, pets and lots of healings/Overkill damage make the game more forgiving than Decepti0n.

Now to get to the heart of the matter.
Why would you say “In B4 every charater is useful?”
Surely the varying levels of responses alone should help in elucidating exactly how many people feel far more comfortable playing on a character other than Salvador.
Why is Salvador “top tier” and the rest aren’t? Because of the Grog/Rubi ‘pon the left hand side’?
These debates occur at the frequency of roughly 2 a month, and seem to always funnel towards the same concept.
There are videos online of people completing the exact same task with every character. When used to their maximum output, yes every character is useful. Dismissing the answer to a question doesn’t mean there is another answer.
I wouldn’t say; “If the world isn’t flat, what prevents me from floating away? In B4 gravity blahblahblah.”
(In B4 that is a horrible comparison, as I recognize your attempt was no where near that egregious.)
There is a video online of a fellow doing OP8 on Maya with not a single weapon with a flavor text. (Go ahead and try that on Salvador)
I’m in no way ragging on Sal, I think he is fun and there are plenty more ways to play him that never changing what your sinister side is holding. What you’re doing though is mixing up the term “best” with the term “simplest to accomplish a goal given certain items”.
You wouldn’t say any car with an automatic function is easily a better vehicle because it takes more skill to operate a manual, would you?

Even though C/B is easier than melee or sniper, there is still a flow to playing Zero that’s hard to explain.
Second hardest to master IMO would be Krieg. Managing the kill skills, RTB, and the stacks takes a certain amount of micromanagement.
They both reward you for it though.
Actually, I don’t have video capabilities to prove it, but it can be done if one is careful enough, Brawn is not as efficient as Maya’s skills to keep you alive, but it still works in skillful hands.
I think Sal passes for the OP character because mostly of off-hand grog, but even without it, he still has more stupidity powerful combos than all other characters.
What makes each character special is what they can do without: Maya can live without Moxxi guns because she has many ways of healing without them, Gaige can be played without Slag because of Anarchy, Sal can be played without ammo or care
while Krieg can be played without gear altogether.
It just so happens that Sal is the one that makes it easy to do anything as long as you know what you’re doing when you’re making your build. Since builds (unlike player skill) is Something that can be shared, Sal appears as “easy mode” to those who are only using someone else’s build and didn’t have to think for themselves.
That said, all in all, Sal is by far the most powerful character this franchise has to offer.
Almost every character has a silly combo to take down raids in less than a few seconds, but Sal has at least 3 of those for each raids, and can still mob better than most characters without a respect in between.
Don’t get me wrong mate, I wasn’t implying it cannot be done.
I could actually find videos of people doing it on the fly. The truth of the matter is it is substantially more difficult for many people. I was more so pointing out that if crutch aspect is removed from many characters, the experience as a whole is different. As Gulfwulf more or less put it; it is a matter of how easy a character is to play, not how effective they are as a whole.

Given, and of those 3 combos, I’m sure we can both agree that one tends to be the default go to for most people.
The inherent issue is in the concept of the “tier”, it would imply that for some reason one character is more efficient than the other, when the only distinction so far has been the ease in control.
