In short all progress is stored online to prevent cheating as Battleborn also features an online component. With Borderlands you could use external programs to mod your level and gear. This could result in an unbalanced online environment. SO REMEMBER KIDS SAFETY FIRST @JoeKGBX is watching you

Online is ok but if I loose the connection then that is a big problem.
