As seen in the video below, when playing as Rath, I can’t finish off ISIC because I obviously need to get melee hits, but he keeps flinging me up into the air.

Looks frustrating. Didn’t play against ISIC as a melee character yet. But Rath’s secondary attack does throw out his sword a bit. Didn’t see the animation in your video though. Don’t think you should have to wait for your skill to cooldown in order to hit him.
I managed to do it yesterday. Crossblades skill is pretty much your best chance

The word truly is ‘managed’.
You can’t see a thing with Rath when in the air due to his lower garb fluttering all about.
Your only hope really is to land those crossblades.
Took me about 20 minutes to finally kill his last phase, and it was incredibly frustrating getting only one shot at him then have to wait for the cool down, over and over again.
I hear that Kelvin is worse due to a lack of ranged attack…so I definitely will be avoiding playing this level solo with Kelvin, and I’m not going to repeat the experience with Rath either.

this fight is doable, the only problem is having to wait for your CD’s for any sort of actual ranged attack, not to mention the fact that his pleated jacked keeps obstructing player view
I did this solo (quitters am I right 
) as Phoebe and it was impossibly thank god I had 7 lives lol I was scared I’d lose more than one
