What is the black snake? A unique smg? How do you get it, and whats its special effect?

Its hyperion so it got pinpoint acccuracy. But all hyperion weapons do. But its effect is. It shoots like a snakes fangs. So it always shoots two projectiles side by side. It also has such a cool skin. Also, its always corrosive.
