Ppl gotta be derpin pretty hard to leave the unmissable shield up for more then a fraction of a second. Even if it’s “well hidden,” the colour is easily spotted when people are specifically looking for it. The size of his attacks also makes it so you can’t cheese shots through a tiny gap in a wall such that there’s really no terribly effective way to place the shield offensively where it’ll survive and allow you more than one or two shots through it if you’re lucky. Fine as a finisher but unreliable as a permanent strategy without playing waaaaaaaay back, which isn’t an option on some maps. Playing perma-sniper on Toby also self-negates the effectiveness of his toolkit unless some melee decides to be ballzy enough to let you Double Hug their face. At long-range, unable to mine minions for xp, Toby’s xp scaling can fall behind as well.
He still hits like a truck even with unaccelerated shots and their AoE is sufficient to make them a pain to deal with. I see too many Toby peeps using the shield as a crutch and pretty much not doing anything without a shield up to shoot through.

Before 4, Toby’s waveclear without forcefield is lackluster. Double hug is also inadvisable period, so that’s out of the equation.
Believe me, I know how to lead without forcefield. And I’m not saying forcefield is necessary at all. But without having it up, Toby’s kill potential is hurt to a noticeable degree.

Toby forcefield is never permanent, of course. I don’t use it offensively, either. It’s just used to deny anybody in his LoS.
Sorry but perma-snipe Toby is best Toby. He doesn’t need double hug, nor is it advisable to use over another subsitute like crit/skill dmg.
On most maps, Toby can legitimately get his mine in the wave and go back to wherever he’s perched; no maps are really so big that it’s an issue.
Unaccelerated shots are fine, not useless, but not something to rely on.

His kill potential is lower, but for me the wave clear stays the same. I also would advise Double-Hug so I guess we just have an extremely different Toby playstyle. That’s so amazing about Battleborn, every character can be awesome in different ways. That means I’m not going to argue about it anymore since that won’t really help. Agree to disagree. ;p
The force field is huge. The 25% extra damage is massive. Yes the force field usually gets shot down pretty quick, but if given a few seconds, you can drop a low health character with only a few shots and then it was 100% worth it. As an example, Imagine your team is getting pushed back by a Montana with a miko right behind him. Getting on the side and being able to get a few shots on the miko, you can drop him with a couple critical hits and then suddenly Montana is way out of position and an easy kill making it a 5v3. I’ve also never once used double hug and found Toby’s wave clear above average, even before level 7.
If toby had 5 seconds taken off his forcefields cool down and or his forcefield had 100 more hp do you think he would be OP?

No, he would finally be balanced. ;p
Though, I’d rather have the cool down stay the same and the shield getting a bigger buff than 100 HP. 
I think I’ve said it before, but I wouldn’t even mind if they lowered Toby’s base HP but gave the shield more HP in return. Then it actually feels like a thing that is supposed to protect you.
