Locked locker on Sanctuary III?

There is a locker down in Ellies garage on the Sanctuary that is locked. Its next to the “wide wheel” for the cyclone.
Anyone know why or how to unlock that bad boy?

Isn’t that the locker where the ice gun for the Kevin side mission is stored?
