I have most dlcs and am playing on my level 50 zer0 but can only level him up to level 61

because you say most DLC"s and the HC has all the DLC’s and both BL 2 and TPS

if you are in NVHM, and Level 61 on that, then you probably aren’t getting any XP at all (or 1 or 2 XP a Kill).
UVHM, you should be getting plenty of XP as all mobs will always be at or near your level.

EDit, after rereading, you are Level 50, but only want to hit no more then level 61 correct?
so, you must have gear or such waiting for you at level 61?

I have a feeling this post is in the wrong section. Given what was said by the OP. I’d say he’s not playing the Handsome Jack Collection on xb1. I’d venture to say he’s either 360 or PS3.

I’m sorry to clear things up I’m playing on TVHM and on xbox one my zero is level 50 I have the first expansion pack, captain scarlet, Mr torgues campaign of carnage, sir hammerlocks big game hunt, tiny tunas assault on dragon keep and the season pass and the mechromancer pack I wouldn’t mind if anyone want to start a new playthrough aswell so I could either level up my level 10 siren or my unstarted mechromancer

Edit: I want to get my zero to level 61 since that’s my level cap and beat TVHM so I can start my UVHM run all my gear is level 50 and also switch between sniper and melee zero often

Nope, sounds more like the Backwards compatible 360 version for Xbox1,
He has also has posted for co-op on the BL 2 360 help page.

don’t know whether a Mod should close this or leave it open in case someone on XB1 has that version of BL 2 also

you may want to beat TVHM now, then Start UVHM now, because unless I’m missing something you are heading for an epic fail, if you start UVHM when you hit level 61 with only level 50 gear.

In UVHM ALL Enemies will scale to whatever level you are , unless I am missing something

Beat TVHM as soon as you can - since you’re already at level 50 with your character, that shouldn’t be too hard. Then start UVHM straight away, before you get to far ahead of level 50 since, as @LunaticOne says, enemies will always spawn around your level (up to 2 above for the higher tier ones) and if your weapons are all level 50 you’re going to be severely under-gunned in no time.

It’s a bit of a grey area with the backwards compatible BL1 and BL2 on XB1. There’s not really a good place for these, although I suppose the #borderlands-2 #borderlands-2:online-play-and-trading-post-xbox-360 is marginally more appropriate.
