So I was watching a stream today and noticed that the streamer was level 16ish but went back to an old area and the enemies, and loot, were level 12ish. That got me thinking; Was he playing in Classic Mode or the new Loot/Level Coop mode?
Also, I was under the impression that the Instancing/balancing mode would make it so all drops and enemies scaled to you at all times, is that not the case? Can you still face level 5 enemies should you go back to a early area when you’re level 16? Any clarification on how it truly works would be appreciated.

i believe this is for coop only. you can choose either cooperation (loot instance) or coopetion (same loot).
scaling is probably the same as previous games. area is level fix until you beat the game.

Areas are likely leveled on the first playthrough. The instancing and stuff only take effect in multiplayer when there is a level discrepancy between players. Atleast in the past games enemies didn’t always scale to level until after completing playthrough 2 and doing 2.5 or 3 depending on game
So basically the effects of Cooperative Mode will only apply while you’re with another person, but if solo, scaling and shiz happens like normal?

No, they are saying it’s like BL2, on your first play though mobs in certain areas are a certain level. After you beat it once and play the next level of difficulty, the mobs will scale to your level in all areas.
