I always find him at Marcus’s. Probably because I always check him for guns.
I do a fixed circuit round Sanctuary that takes me past most of his spawn points. If I start in Sanctuary, I’ll often find him when I’ve fast-travelled out and back rather than at the start of a play session, though.
