Mutations that slow not affecting Players?

So I’ve noticed(from what I can see anyway) that the handful of characters I’ve used so far who have a Helix that add a slow to a skill, seems to not apply the slow to an enemy Player. Is this intended?

It doesn’t really make sense to me if it is as things that say Stun an enemy will stun a Player, so why wouldn’t slow an enemy also slow Players?

Haven’t noticed this with Cald’s Gravitic Anomaly.
