Tries everything ( start from the notification, enabling at start menu, restarting PlayStation) and nothing is working with this DLC. I’ve played for hours and nothing. Is their something that I am missing?

It is a Hotfix, not a DLC.
When you choose “Play” option, you should see at bottom of “Select Mode: Normal or TV” Should say “Enable/Disable Event”
Make sure it says “Disable Event” (means event is on)
If this option does not appear, Hotfix was not applied yet.
