Would it be possible to have the enemies scale with the player like the crew challenge targets?
If I go back and try and get a drop it’s considerably lower level than me.

They should if you turn on mayhem mode.

That’s not possible if you haven’t beaten the game with the character.

Then beat the game. At least it doesn’t require a reaching a third playthru per character like previous installments.

I’d second the comment about beating the game. Even when you do that, you’ll still be a ways off from max level, and you’ll get to the cap much faster with mayhem enabled.
