Is pretty darn good.

Finally get a cool down skill damage item, with that passive to boot.
Plus it’s only for PVE, so it wont get nerfed into the ground.

Does it work in regular missions, have anyone tested? If yes, how big is the bonus? 10% (from those 50 OPs you have at the start of operation) or 20% (from 100 OPs you had at your max)?

I guess it won’t work outside of the Operation… at least the Legendary effect. So in normal Story your better of with tge Epic Version or a skill damage boost Sword…
The Devs said it will help in OP, and yes it does… It’s a breeze with Kleese and that nifty little thing.

They needed to ensure its not in PvP, cause 25% more skill damage would be too much.
I agree it would be nice to properly use it for the main story, but locking the boost behind Ops was probably the safest way, considering how long it took that the Veil Manipulator doesn’t just jump between on and off around 1000 shards.
I don’t get why it won’t give 7 but 6.3 at max, or why the Blissbeat Skullplate changed to this mess it is now, but making useful Legendary seems really impossible for the Devs…
