It’s not broken. A hotfix requires an internet connection. No hotfix will ever be applied in offline mode.

You can play the game without internet. You don’t need a internet connection for gearbox to update their offline mode to be up to date along side with online mode. This is how it’s being handled in pretty much every game these days. (Actually nvm. You do need an internet connection in order to update your game.)
It would be a little silly to let offline mode being run on the launch build indefinitely. Think about the console players. Console players have to pay a monthly subscription in order to play their games online. Not everyone is doing that tho. There are quite some people that buy the game and just play it in offline mode.
I mean, I haven’t played on console in ages, so I don’t know if you can even play borderlands 3 in offline mode on console. But I would assume so?
Edit: I now see what you mean. Since I am only playing on PC these days, I just have gotten used to be connected to the internet at all times. So my games are constantly being up to date. Hmm… tricky one.

In order for the hotfix to be loaded, you need to stay at the main screen for about 10-20 seconds before selecting to continue your game, with an active internet connection. That’s when it is loaded into the game.
Yeah, you are right.
Though, if you ARE connected to the internet, offline mode should automatically be updated to the latest version on which online mode is running. I think that’s how it should be handled. At least in my opinion.

That’s only for updates, not hotfix.
Hmm… so you are saying that the next big update is going to be applied to offline mode with all of the previous hotfixes included? I mean, I guess that would make sense.
I honestly don’t see a big difference in hotfixes and updates. Isn’t a hotfix like a quick patch? updates more or less used to be just that. Except for expansions of course. But those are called expansions or DLC anyway, and not updates.

Updates to the games code, to all platforms, cost money because they need to be certified by all the platforms. They usually only update once a month because of that. Updates are permanent once loaded.
Hotfix don’t cost anything but an internet connection. They use various hotfixes throughout the month and the best ones makes it into the update.
I guess that makes sense. But the latest hotfix lowered drop rates and some other stuff I forgot about I think. It also reduced the overall dmg output of Maggie, which I think was unintentional. Don’t you have to change the coding of the game in order to have those things being applied? or are those things like server related?

They can change just about anything in a hotfix.
Easy way to test is look at the maggie in offline mode and again after loading the hotfix at the main screen.
If there’s any difference, post screenshots. I don’t believe a maggie nerf was on the list of hotfixes.
I will make screenshots soon and update my other thread where I was talking about the Maggie nerf in more detail. Maggie does 575x6 dmg in offline mode, but around 250x6 dmg in online mode with the hotfix applied.
Anyway! I changed the title of this thread and only listed the two things that I believe are actually considered bugs. Thanks for clearing things up! 
The higher XP rate is not a bug, but rather a result of the XP rate being nerfed post-release via a hotfix. In Borderlands 3, hotfixes are stored in temporary memory instead of permanent memory; they download when you start up the game while connected to the internet, and are erased from temporary memory when you close out the game. So that is why you are able to avoid the XP nerf and loot drop rate nerf and such by playing the game while offline.
No idea why Legendary class mods are not dropping offline though, that seems like a huge oversight by the devs. Eventually all of the changes from the hotfixes will be added to the game permanently via a proper patch, though you will still need to download the patch once in order to have those changes made to the game permanently, even while offline.

Does that mean that I won’t get updated as long as I don’t play the game while online? I’ve been disconnecting my Xbox live before I play to power level some alts for xp and drops. I’m trying to avoid the hotfix and eventual hard update for as long as I’m leveling these guys

Yes it won’t apply the hotfix in offline mode. If you leave your consoles Ethernet unplugged you can even avoid the eventual update that will nerf everything into the ground.
I noticed another hotfix that affects the graveward’s drop rates that was applied just today. Yesterday I got up to 5 legendary drops in one kill.
Today only 2 at a time, and the mere presence of no drop runs when that was unheard of before indicates a heavy nerf coming in the next update.

Wait a minute. You mean keeping my Xbox internet turned off in settings is not enough? I actually need to disconnect my Ethernet cable? How is that possible? Im connected wirelessly through my router. If Xbox live is turned off, how would they push through an update patch?

Hey Guys, I am super late to this conversation but wanted to ask a couple questions. I have stayed offline since all the hot fixes and crap that has happened since release. Today I wanted to hop online for a few so I could try to farm some legendary COM’s since you cant apparently offline. I am on xbox. I changed my online settings and when i went to open Borderlands, before the game will open, it tells me Borderlands needs an update. When I try to ht cancel, it just takes me back to xbox home. So now with me connecting online, it wants me to do an update first. My question is, if I did this, can I still go offline later and be back to the original state? or would this fix it forever whether i am online or off?

It’s wanting to apply the patch. You can go offline later of course and the hotfixes won’t be applied, but the patch will persist.
What I think is not 100% clear is if the first hotfix was rolled into the permanent patch (generally speaking, hotfixes are rolled into patches), but since the second hotfix was relased after the patch, that one definitely won’t be loaded if you stay offline. But the first one might be part of the patch and thus you’ll be stuck with it. But you’ll be stuck with the patch regardless.

I just tried this because I read your post and I can confirm the hotfixes still don’t apply when offline even if you’ve downloaded the patch. But the patch will still apply.

Well I’m going to be the barer of good news. I just got a legendary class mod drop from truant in offline mode. So I believe it’s possible, but uber duber rare to get them to drop
Yeah dude - after a run of bad luck. Was farming him for a while then hit a run of either 0 legend drops or them landing on roofs (30ish. Damn. Times. In a row.) Then boom dropped legens moze mod.
Haven’t had one since tho…
