It always does that. The reason your hornet is saying 25 percent is. Its counting the elemental effect chance bonuses you have. From bar, skills, etc…
That’s crazy, all this time and I’ve never noticed this. lol
That explains the Hornet, but what about the Judge and Gwen’s Head? We’re talking about crit bonus there, and also the fact that it gets reduced when you pick it up. That’s not related to skills, is it?

Yeah I don’t understand that part either. Tbh I don’t even care about elemental effect chance unless it’s a slag gun.

I’m with you there after I noticed it i started looking at other guns and my Banbury snider has 100 percent chance to slag I turned my bar off and it still had 100 so I’m pretty sure I have 2 points in flicker that are being wasted the only thing is I don’t know where to put them because if I take them out i don’t have ruin so I need to put them in helios, backdraft, or blight phoenix which is kind of stupid due to those being poorly scaled skills
If you use scron I’d keep them. I’m pretty sure flicker affects it
I don’t have scorn because I didn’t want anymore healing my healings already crazy with 3/5 SR, 5 elated, and I think 3/5 life tap it’s not like I could move those points around either cause I already have max of all the dps skills in harmony ugh idk I’ll move some points around later when I get on lol

The only minor change I would recommend is to take 1 point from [COLOR=Green]Suspension[/COLOR] (going from 5/5 to 4/5) and put that 1 point into [COLOR=Green]Kinetic Reflection[/COLOR]. This is because only 1 point in [COLOR=Green]Kinetic Reflection[/COLOR] can proc [COLOR=Bronze]Cloud Kill[/COLOR], and [COLOR=Bronze]Cloud Kill[/COLOR] (which used to be horrible prior to 10/29/15 patch) is now very very good.
