Yeah I dont see that combo often. When I pick phoebe, I’d love to be a companion with a rath or el dragon

Phoebe really does only have her slow.
If I accidentally hit the other mutation, it’s all over. Phoebe has just become, at most, a clever distraction, at worst completely dead weight.
And the best counter to Phoebe? Communication and quick melee. She’s going to pop in, she is going to get a kill, but a good team will generally kill her as well, leaving her being a pseudo kill feeder trying to contribute to the team.
I played on PC, and switched to XOne. I wanted Phoebe right away, and still play her, but using Rath was just better in every way. Better kd spread, better minion clearing, better team saving with his smash, faster movement speed for better survivability.
