But there is an inherent design problem in that the randomness of a mayhem system doesn’t cooperate with much of the surrounding systems.
The game at its core is essentially the Borderlands we’ve all known through past iterations, and many of those systems tend to be very inflexible. Take the tiered skill tree, as an example. The design is good for building sub-classes and defining play styles, but it is very rigid which is one reason so many games have adapted different solutions.
The class mods are much the same way. Making the passive bonuses a huge part of the overall effectiveness of the mod greatly increased the number of viable permutations. It’s a more interesting design in some ways than BL2’s, but many of the more impactful bonuses are weapon or manufacturer specific.
Things like these two examples means the power difference between a character that specializes in Hyperion shotguns is very different than a character that seeks generic, always useful bonuses in an attempt to be versatile enough to adapt to the randomness of a mayhem system. With a lot of randomization, it can feel like too many compromises have to be made in build decisions, and therefore instead of increasing the number of experiences, it limits them. This, again, increases with the natural constricting of choice inherent with higher difficulty.
They have given us the option to re roll on command, eliminating being forced to deal with build breaking modifiers. See pic for quote.

Except there are mods on each mod level that do something not gameplay changing like less xp, less overall damage, more overall damage, etc.
And then again, why do we have to play the lotto to get these exact 4 mods?
Taking the RNG thing too literal?
This game isn’t what you think it is. You do not write the rules, and just because you don’t like something does not mean that you are right.
The modifiers are the meat of what the development team created. Tannis said, when describing Mayhem Mode, that it was an Eridian method for testing themselves in unexpected/unpredictable circumstances. The bonus enemy health is just a layer added on to make the modifiers more risky.
This is the point I am trying to make, again and again around here: a game is a piece of art, designed with a vision by a team. That team creates the art and either you like it, or you don’t. Telling them that something doesn’t belong in the game because it doesn’t fit your vision is like telling a musician synths don’t belong in their songs because you don’t like them. You’re allowed to believe that, but asking them to cater to your thoughts on how their art should be made is a combination of entitled, disrespectful, and a waste of time.
Please consider taking into account what the team’s vision might be, and then seeing how any suggestions you have can help them further that goal.

Creating a new style of difficulty mode and trying to bring it to the players in a theme for that fits the chaotic and humorous nature of their game series is not “pooping on the fanbase”.
For everyone who claims they loved OP levels there are people who either hated them or never dealt with them.
Mayhem Mode is a way to introduce challenges bonuses into game play that would otherwise just be a flat number bloat.
The chart says M10 will be one easy mod, one med, one hard, and one very hard. Get Big Crit, Floor Is Lava, Drones to heal enemies, and maybe something like enemies get really strong, (idk, they didn’t tell us any V Hard mods) and this is gonna be a fun trek for a zooming shot gun Zane while still being a challenge that doesn’t let you rest.
You’re looking at something you haven’t played and saying that it’s terrible because you don’t like the concept of what is, and I repeat, THEIR MAIN SELLING POINT OF THE MODE. All I’m saying is that Innovations in Games aren’t asked for, they’re just made. And this is what they want to make, and they’re hoping we enjoy it. Because it’s their brain baby.
and i am part of the playerbase who enjoyed (most parts of) the game until now and i am telling them that i would prefer to keep things like they used to be, including increased “bloated numbers”
because thats what i always liked about their games and thats the reason that i bought them and that i will continue buying them if they are trying to keep it that way
