So I’m not sure what you mean by “balancing problems,” but IMO one of the biggest balancing problems in the game right now has nothing to do with Mayhem scaling. Rather, it is that they keep introducing new DLCs with more powerful weapons, and so the base game weapons are pretty s$&# as a result. In some cases, it’s literally THE SAME WEAPON (Monarch, Reflux, Plaguebearer are 3 examples, but I feel certain there are more); in other cases, the DLC weapons are different, but they are so much more powerful that there is little point to using the base game weapons if you want to play the harder difficulty levels.
I think one of the first things GBX needs to figure out, and quickly, is how to boost the damage of the main game weapons so that they can compete for usage. Right now, there are not a ton of base game weapons that are in the so-called “meta.” That seems like kind of a big flaw to me.
