Pre-Sequel Playthrough 2 Enemy Leveling Glitch

Is anyone else having this issue?

I’m a level 37 and all available missions are at 35 and 36, and when on one of the missions the enemies are showing up at level 39, 40, and 41, some even with skulls next to their name? Been having strange level pacing issues on the second playthrough, have had level 36 enemies die easily and then level 34 bad asses with crazy damage output and health. At one point had enemies showing up at level 29 and then others showing up at 35 in the same area.
