Problem with encoding (windows 10,Steam version)

Windows 10, steam. I have problem with part of text in the game(Name of psycho in the character menu, names of locations in the fast travel station( Mr. Torgue’s Campaign of Carnage, Tiny Tina’s Assault on Dragon Keep, Ultimate Vault Hunter Upgrade Pack Two: Digistruct Peak Challenge, T.K. Baha’s Bloody Harvest, How Marcus Saved Mercenary Day, Mad Moxxi and the Wedding Day Massacre)).

Full reinstall:
1)Delete game in steam
2)steamapps->common Delete folder Borderlands2
3)save characters(save0001.sav) from Documents->my games->Borderlands2->WillowGame->SaveData->
4)Documents->my games-> Delete folder Borderlands2
5) Install game in steam
