Seems it’s getting worse by the day. I’ve been in the queue now for more then an hour and I’m giving up. I would really appreciate some word on this as to what is going on. There do seem to be sufficient players, but it’s just not matching teams. I don’t even care about level discrepency, I would just like to play.
Platform and location information might help them determine the issue with queue times.

Well since you’re in AU you’re going to need to queue for pvp in the middle of the day and onwards.
It’s not America where there’s almost always going to be plenty of people around to play… Nobody is going to be playing at 8-9am on AU.

Yeah, you might want to change your download location on Steam for somewhere else. Just go to your steam settings, downloads section and you should see a download region dropbox. Change for a more popular one like US or EU.
