I wasn’t sure where to post this and I was unable to find a topic on it. What exactly does Second Shield recharge delay buff? Up until recently I’ve assumed that this reduces the time until secondary fire shields take to recover. Characters like Galilea, Boldur, and Isic are examples of characters I thought it would effect. After looking into gear I see other people equip leads me to believe that I have no idea what this is buffing.
Not entirely sure which effect you’re referring to. That said there’s 3 shield related effects. Max shield strength/power (which I know isn’t what you’re wondering about), shield recharge delay (reduces the amount of time needed when not under attack for shields to recharge), and shield recharge rate (amount of shield recharged per second).

First of all thanks for replying and just based on your response I think you answered my question. But below is an example of a gear with the ability in question. -0.92 Second Shield Recharge Delay.
Is this the amount of time it takes for the shield to start recharging?
Correct in that case. Almost a full second reduction on the delay before recharging.
