I started a new playthrough the other day with Zane and decided to do all the bloody harvest challenges with him. I’ve done seven and done the Borman Nate’s, got to Jacobs Estate and have been reloading the last hour without him spawning.
Surely this is broke and not just bad luck?

Aint that the truth. I m not even bothered with the RNG spawning. I m probably conditioned by years of playing Everquest and World of Warcraft 
My wife on the other hand gets really frustrated if we fight our way through an area to reach said spawn MoB and he isnt there. Easy fix, I was logging and going back to that point until the MoB was in place then invite her over
