This kills the balance. Homing rockets are already powerful. While it is active, squishies are almost forced out of a fight or to hide behind certain cover in order to not be bombarded.
Just imagine how powerful it will be if you can always 100-0 squishies with 5 hits (they already die at 4 rockets, 1 non-homing or land all 3 Q hit late game) or completely force them to leave a fight for 8 seconds as you reposition to make your rockets avoid their cover.
The only time Hawkeye actually suck is in PvE where you spec it more into auto ammo refill.
speaking of PVE another thing that needs improving is for NPC the lock on needs to lock on there hit spot. some mobs it just locks on a center mass spot and that will be immune to attacks.

The hawkeye only aim at them, it doesn’t auto crit.
However, you can stil contorl how the projectile work to force a crit. It takes time but very rewarding since you can stack +Homing damage for huge ass crit.
Or just shoot on the ground for reload.
