tl;dr: Ran out of patience over minor inconveniences and am uninstalling Borderlands
I had a whole thing I was going to post but the point is I am uninstalling BL3 for a while. I have always had framerate/stuttering issues with the game but as of late my patience ran out and I’m not dealing with it anymore. I’ve had tons of fun in all the game taking the stuttering in stride but after two laptop upgrades and no change in game performance has done me in. I know little about computer parts but strangers online and a few friends have all told me that I should be able to play the game smoothly with no issues. My experience tells a different story.
I’ve been running BL3 on the lowest settings running DirectX 11 because on 12 it flat out doesn’t start or crashes instantly on the gearbox logo without fail. I recently tried -NOTEXTURESTREAMING which smoothed over a ton of the framerate issues but it did not stop the stutter. In most places it is worse when enemies spawn in due the event spawn beacons or anything of the sort. I took a week off the game to clear my head and upon loading in all the same issues came up and so I closed the game. I’m uninstalling now.
I do appreciate those who tried to help. There were improvements but not enough to satisfy me. I’m sure I’ll play again. Thanks again.

Did you turn off ECHOcast Twitch Extensions? I know that caused stuttering for me until I disabled it.
