No. Progress is reset after open beta. I just checked myself and it says it on the news page under everything you need to know about beta. But playing beta on PS4 unlocks dlc 1 pack for free.

It’s standard practise (there are some exceptions) that a game will release with a level playing field.
I, personally, am using this time to test out all the characters to get a feel for the game rather than grinding.
Not a bad strategy tbh.
It’s only fair. People participating in pre-release tests are already getting an advantage of first-hand gameplay experience. Keeping whatever characters you have already unlocked would be even tougher for day one release players to counter.
I would personally very much like to keep open beta progress. There are no barriers to entry for anyone so it makes little sense to need to wipe everything.
I’m somewhat downtrodden now that once I have decent loadout and some hero levels it has all been for nothing.
