The bigger issue with Toby's boosts

I see a lot of people complain about Toby’s double jump boosts and how they feel lacking. I think the current biggest issue is that if you use a boost while one is even 9/10’s fully charge, it starts the cooldown over again. I believe Whiskey Foxtrot’s Scrap Cannon suffers from the same issue. In both cases, this should be fixed.
