The level cap increases are what introduce UVHM; so without either of those packs, you’ll only have access to Normal and True.
That’s not entirely true. UVHM is a free update and can be accessed without either packs. I did play UVHM on PS3 without either just to see how it was.

Try behind Ellie’s garage. It’s the luck of the draw whether or not they’ll spawn.

Like BlackHeartV said, UVHM is free for everybody (at least according to what I’ve read). It’s just limited to level 50 if you don’t have the level cap increases.
