I’ve seen this in many of the characters I have that are level 20 and are mastered.
This is Shayne, level 20, Master of, over 100 games, etc. All challenges are met but look:

Yes, this has been bugged for a good while now. I believe it was this way even before they raised the level cap to 20.

This has happened to me as well. I filed a support ticket back in April but all I really got was basically “We’ll look into it, but we don’t know when it can be fixed. Follow us on Twitter for updates.”

This has happened to my Galilea. I remember complaining about it when KU had just come out

You must achieve perfection with said character in order to complete.
…All but 4 of my characters are perfect, 3 lore remain, Alani, KU and Kelvin.
Every character has 100 OPs in each dlc, have 7 left that are not level 20.
(ISIC, Mellka, Reyna, Kelvin, Marquis, KU and Miko, which are all level 17)
