Nope. Player call outs are just randomized, and the selection isn’t trimmed for arms race. That’s how Axton accidentally became bisexual in Borderlands lore BTW - some of his lines when interacting with other player characters were supposed to be gender-specific, but that bit of code logic got left out. The rest is, as they say, history.
Out of curiosity what are these quotes? I’ve very little playtime on Axton and certainly none in multiplayer so I’ve never heard these, I think.

That’s what I thought at first, but these are subtitled, and I played enough Borderlands to be pretty sure that this particular call out doesn’t exist outside Arms Race. Maybe action skills were intended in the early development stages but got dropped for a truly bare bones experience.
What was intended was when reviving a female character (so Lilith during that one mission, Maya, and likely Gaige) Axton can say “So, uh, do you work out?”
Only, the “female only” flag didn’t work(or whatever the issue was), so he could say it when reviving male characters too. And as it’s intended as a flirtatious line, Bisexual Axton was born!
Then they rolled with it in TT:AOK when in response to Tina’s question of “what will you spend your reward money on” Axton said “Guns and ladies. And sometimes dudes.”.

Possible, but it seems familiar to me - and I’ve never played Arms Race. It could be one of the “spawn in” lines for entering maps. There are usually several categories of lines for specific occasions (being revived, respawning after death, spotting a badass).
Fl4k most definitely has lines at the beginning of arms race directed at his pet that are not present anywhere else in the game. I played the character almost exclusively so I heard them a lot.

I thought that the exclusive Arm Race start line was “I am not used to such an organized hunt but hunt I shall” but the line about the pet quoted by op is not in the Borderlands wiki so that may be an exclusive line. Interesting, I will pay more attention to see if I hear it elsewhere.
