I think in BL2 Wilhelm, Claptrap and Nisha were already intended to be playable in the presequel. But I don’t know why NPCs shouldn’t become playable. It helps keeping the amount of characters low.
I think Tina can’t develop AND be a NPC in BL3.

How about target dummy?
I can see the stretch to make Tina a playable, but I agree that I don’t think they will.
I figure we’ll have either
1.) Old vault hunters that we already know, though possibly with modified skill trees, or
2.) Some completely NEW vault hunters, not previous NPCs, but four to six BRAND-SPANKING-NEW ones, and we’ll see old vault hunters in supporting roles, kinda like Mordecai in Tundra Express and Wildlife Exploitation Preserve.
It’s neat to consider the what-if of turning some of our favorite NPCs into the next game’s vault hunters, but I simply don’t think we WILL see it. There’s no reason they COULDN’T do that with a BL3. But GoetzIronHand has a solid point, that it would be better, if they’re making new playables, to start with blank slates, rather than have to work with the partial back-stories that we already have for our existing NPC cast.
I can definitely see Tina being PRESENT in BL3, and perhaps having some considerable supporting role. And I see that they COULD turn her into a VH, but they most likely WON’T. Fun as it would be to ride piggyback on Brick and toss grenades at dudes while he punches the s**t out of them, I’m not holding my breath on that one.
Discussing NPC_->_Playable_character_good_or_bad is a bit disconnect from the subject.
Tina has great potential for character development, I mean she is 13 in BL2 and BL3 might takes place 5 years in the future
A playable Tina would most likely be different from the Tina we know.
Image Tina lived a somewhat sheltered life and while doing weapon training, then many of her Vault hunter friends disappear, what would also help reducing the amount of characters, then Tina says: “I got to save my friends or at least finish what they started” , leaves her sheltered life and becomes a VH.
Gearbox could make many of the Vault hunters disappeared anyway, but if this had no further impact on the story beside the fact that they are not part of the story (or at least till the end) it would look like:“deus ex machine, we had to many characters so we made some disappear”
Wouldn’t it be like the most awesome thing if Tina’s re-origin story (since she already has an origin story, but needs something to redefine her character a bit) doesn’t really tell whether she become saner or not between TPS and BL3?
At first everything thing would be fine, someone takes care of Tina and gives her weapons training (but not with the intention to sent her to the front lines) and then there is an incisive event that in a single instant shatters this idyll and kills at least one of her protectors, something simple and iconic like a MOTHER F-BEEP EXPLOSION. It could be implemented with a ECHO-log with an explosion near the end.
The pinch is that it’s allows Tina to “handle” (since people don’t really choose how they handle a trauma) her past in different ways. She can be dead on the inside, raging and eager for revenge or divorced from reality. And what personality she shows depends on the Skill trees the player chooses. (multiple Skill trees=schizophrenic)
There are other possible ways how her personality could develop, but I listed these three, because none of them is really better than the others.
YES YES YES!!! I would love to finally play as Tiny Tina! (Number one choice is Mr. F****NG TORGUE!!!) But for a few reasons I see him never getting that chance but that being said I think that gives Tina an even bigger chance since she’s Torgues runner up.
Also Moxxi as a Vault Haunter would be frickin amazing. I can only imagine all the things they could do with her skill tree.
Moxxi is like 60 years old and she is not really a fighter. In TPS she says something like:“While you fight I will cheer you up from the coziness of this bar”
I’m reminded of the not-so-tiny comic that someone much more talented than I created, it involved an 18 year old Tina blowing up a Hyperion base by strapping enough explosives to level a neighborhood to a Skag pup and propelling it over there with a rocket before it went boom.
I’d be all for a playable Tina in a future Borderlands game. I always loved her shenanigans ingame and given that both generations of Vault Hunters raise her, I think it’s a given that she’ll follow in their footsteps. Possible still trees for her could involve explosives, general gunplay since she makes her own weapons, and her boundless imagination as we’ve seen it in play during BL2 outside and inside DLC. Not a thorough design in the slightest but if she was going to be a Vault Hunter, that’s how I’d think her basic lay-out would go.
I have seen it, impressive work but I think it didn’t really capture her personality.
It think it would be boring if it were given that she becomes a VH. Doing something, because you were supposed to, is not awesome. I think she needs an origin story that involves her deciding to be a Vault hunter.
I am not sure, that she makes weapons, maybe she just repaints the weapons she gives to the player or the fact that she gives weapons to the player is not cannon
What I can image as her action skill is throwing a D20 dice that works kinda like claptraps Vaulthunter.exe. Or a Grenade turret, that would make her the “soldier” of the team like Roland and Axton.
She could also “spawn” copies of herself on condition that the she has a split personality.
I dont think Tina would make a good vault hunter.
And we appreciate that
I’d like to see Tina a bit older, with a turret, except more grenade/explosive oriented. A tree dedicated to grenades and explosives use (with a nuke-like capstone), a healing and support tree, and a “LARP” (an extension of her love of Bunkers and Badasses) that would allow her abilities to manipulate the battlefield (holo-decoys, turning enemies against enemies, things like that). The capstone of LARP could be tossing out a random B&Bified version of the other characters show up as 60- or 120-second temporary pets instead of her turret. Just a thought.
I think “bunkers and badasses” would be a good healing/support tree. They played B and B together and she helped Brick by telling to image he had unlimited strength.
And we can replace LARP with an “insanity” tree
Tiny Tina is hit by the bus carrying the new vault hunters in the opening credits of Borderlands 3 right after her 18th birthday. I am sure it won’t happen but it would be rather satisfying to see her out of the game. To me she is like Jar Jar Binks and is poison to the franchise.
Someone told me that she already lost her parents and her father figure Roland and I realized that giving her new parents and killing them again might be a bit absurd. It would be like “guess whose parents are dead? Yours… Again!”
I think not giving her new “parents” is a lost opportunity for giving her character much more depth.
They brought BL hunters back as NPCs, why can’t Tina be a vault hunter? She’s the best npc in the game, tied with torgue.
Tiny Tina as the demolitionist.
Action Skill:
Blasting Caps
When your action skill is active, you can attach blasting caps to your gun and throw it like a tediore weapon to have it explode. This adds explosive splash damage to your thrown gun in addition to the gun’s element.
Tier 1:
Name Dropppperrr
Focuses on increasing damage with Torque weapons.
Capstone:
Feast of Rockets
When your go into FFYL, it launches explosive rockets in all directions at once. They don’t come out of your rocket ammo
Tier 2:
Bomb Maker
Focuses on grenade damage, lowering fuse times, bigger radii, etc.
Capstone:
Endless Pockets
Constantly regenerates grenades. All grenades have 0-fuse times and slag added
Tier 3:
Friends Forever and EVER!
healing yourself and friends
Capstone:
F-Bomb
Grenades heal you and friends, while still doing full damage to enemies
A % chance that grenades explode in her hands would be a cool side effect of some skill.
Tina could have a skill called “ring game”. Do you know the movie Léon: The Professional?
I image Tina as someone who uses shotguns, beside explosives. And weird special shotgun cartridges are more common than other weird special ammo: Dragon breath, pennies as projective, little knifes, buck shot.
She could have a skill that allows her to shot such rounds. The effects will be random. These effects are either weak, only one of X shots will be a special or this skill has some kind of cool down.
